Resolved - Our engineering teams have applied mitigations to address the service disruption which was affecting multiple Oracle Cloud Infrastructure (OCI) services in the US East (Ashburn) region, including the Oracle Cloud Network Infrastructure issue that started at 13:24 UTC on March 3rd. Oracle engineers have validated and confirmed that services functionality has been fully restored. Please contact Oracle Support if you are still experiencing any issues.
